Mr. Francis Mawuena Dotse, Managing Director of MAPLE Consult, brings over 30 years of senior-level experience in development consultancy. His academic credentials include a BA (Hons) from the University of Ghana, a Postgraduate Diploma in Public Administration from GIMPA, an MA in Development Studies from the Institute of Social Studies in the Netherlands, and a Certificate in Training for Trainers from the University of Manchester.

Mr. Dotse has been instrumental in shaping Ghana’s water, sanitation, and local governance sectors. His notable roles encompass serving as a senior lecturer at GIMPA (1983–1991), Project Coordinator for the UNDP/GWSC Rural Water and Sanitation Project (1991–1996), and leading the KfW-financed IGIP Project (1996–2001). He has contributed to key initiatives such as the Ghana Netherlands WASH Programme and the AFD-financed peri-urban water supply project in Berekum.

His expertise spans institutional capacity building, public administration, decentralization, and WASH. Mr. Dotse has led significant assignments, including the development of Ghana’s Water Sector Strategic Development Plan (2012–2025) and the revision of the 2007 National Water Policy. Renowned for his proficiency in project design, stakeholder engagement, and policy analysis, he continues to drive impactful development initiatives across Ghana.
