In 2012, VNG-International (Association of Dutch Municipalities) in partnership with MAPLE Consult launched the Dutch Ministry of Foreign Affairs’ financed Local Government Capacity Programme (LGCP). The objective of this initiative was to build the capacities of staff of five (5) selected Metropolitan, Municipal and District Assemblies (MMDAs) directly involved in sanitation service delivery to improve service delivery. The LGCP was built on a colleague-to-colleague approach in which expert practitioners exchange knowledge and experiences with staff of the beneficiary local governments. This took place through coaching-mentoring trajectories, on-the-job training, workshops and study tours.
